There are 0 problems with NOS not easily solveable. NOS creates one problem and one problem only; it has no counter except itself.
Everything else in game has a counter, some reason not to use it or to expect it not to work every now and then.
Some ideas to counter NOS:
1. Make it come in two flavors tied to resistances - let's say EM and thermal. Both are affected by the relevant resists. IE: 'Entropic Capacitor Drain' (Considered Thermal Damage), 'Magpulse Capacitor Drain' (Considered EM). 72% em resist = 28% of normal amount drained.
2. Same as above, but one flavor only works on ships with active shields, the other only on ships with no shields over say 5%. IE a NOS that does nothing if shields are up and another that does nothing if shields are down. For silly lore purposes say that one module is designed to suck power from active shields and the other from armor nanites.
3. Make NOS tied to actual activity aboard the targetted vessel, i.e. - if he's running ZERO modules, you're getting ZERO cap. If he's using 25 cap/s, you're draining another 25 cap/s off the top. Basically this would allow for tanks to be broken and still give the target a chance to power down for a bit, wait out some recharge, and go again. It would also allow for some cool situations - let's say you're using nos and so is your opponent. You could be nossing him and still losing cap if he's not using as many c/s as you are...fun stuff. There would need to be something added to deal with passive shield tanks, however.
4. Make a module that works in a similiar fashion to jammers, i.e. a set, upward scaling % chance to REVERSE CURRENT in the NOS. If you're getting Nos'ed, you fire it up, and it has a chance to cause an 'overload' in the NOS link and drain the nosser rather than the nossee. If the chance is balanced correctly, a few NOS units would be a pain (as they should be) but a full rack would be a danger to the NOS boat too as the flipped drains would allow your target the chance to take some action.
And finally, for the guy who said the problem was drone damage; suck out my farts. As soon as the primary damage device for your race can be targetted and blown out of the sky in five seconds, has the brains of a ******** sloth on crystal meth, and has had the same bugs since launch, you can argue that drone damage is unfair. In the meantime I'd like my other drones back, please.
